WEST POINT, Ky. (WDRB) -- Some Kentucky flood victims say they’re being denied federal assistance, not because they weren’t impacted by the recent natural disasters, but because of where their mailbox happens to be.
Tommy Stucker lost two homes on Dixie Beach Road near West Point — one damaged by a tornado, the other by flooding. But despite the devastation, Stucker said he’s been told by FEMA that he does not qualify for aid.
“They said that my area was not under a disaster relief yet,” Stucker said.
Stucker’s property is technically in Jefferson County — just feet away from neighboring Hardin County, where residents are receiving FEMA assistance. When he steps into his front yard and calls 911, his call is routed to Hardin County. But when it comes to disaster relief, the line couldn’t be clearer.
“If I walk in the front yard and hit 911, I am in Hardin County. They have to redirect me back to Jefferson County,” Stucker said.
The bureaucratic red tape has left Stucker and his family — which includes his wife, six children and mother-in-law — in limbo.
“I was expecting to get help like everyone else was getting and was denied because I was a certain distance away,” he said. “It just kind of was like salt in the wound.”
Stucker said this isn’t the first time Dixie Beach Road has been overlooked during disasters. In 2018, a similar flood hit the area, but no federal declaration was issued for Jefferson County then, either.
“The same flood came through, and they never opened it up,” he said. “It’s because we’re Jefferson County, and not all of Jefferson County is impacted.”
In addition to flood damage, Stucker’s home was battered by a tornado, which tore off siding, gutters, and parts of the roof.
“I work for myself. Obviously, I can’t work right now because I’m trying to get our life back together,” he said. “All that stuff that I sat out to the street — I feel like they should come help me get rid of it. I can’t afford to get a dumpster.”
FEMA has not responded to WDRB’s requests for comment.

One home is not in a declared disaster area, so it’s understandable that FEMA won’t help with that.
Tornadoes don’t recognize county lines either....
When the he’ll is someone going to get fired?! FEMA has been pulling this shift in FL and NC with no accountability. It never ends with these assholes. I’d fire the top dog and his assistants.

You have not seen West Point, KY or Dixie Beach. It makes Cabrini Green look wholesome.
Well now imagine a home that resides in certain county and town. The home owners pays taxes for that country and town. Children go to a school district in that country and town. And they pay school taxes for that country and town as well.
But the post office decides to put that home on a mail route that is convenient for the post office. So they give the home an address that is in a different town and county. And this move has so much power that the home owner cannot get a landline phone number with an area code that matches the actual location of the home.
West Point is rather prone to flooding, also.
I recall years ago when the Knob Creek gun range was completely flooded. I’m assuming it was this time around.
My SIL in TN has a funny one. Depending on where she is standing on her property she gets one cell tower in central time or one in eastern time.

The West Point kids were bussed to E-town High School where I finished up the last year and a half of high school. They were colloquially known as the River Rats.
This makes no sense seeing as Jefferson County encompasses Louisville, and they were heavily flooded. Our dipstick governor declared a state of emergency on April 2, 2025, what else does FEMA need?
FEMA will get better as Trump’s ideas take over the horrible agency...

We can dream... we know this much - FEMA can’t get worse.
It is a darn shame for we victims that FEMA can’t operate with the same level of efficiency that Samaritan’s Purse or many of the local churches on the ground do in the Helene Flood Zone...what Samaritan’s Purse did for us YESTERDAY in 90 MINUTES still takes my breath away...and that wasn’t ALL they did.
I pay FEMA for flood insurance every year - and I’m starting to doubt the sanity of that choice.
