Maybe, but as Japan showed in the early 20th century.
If the military win’s —they can usurp the power of the emperor.
Its the logical extension of Mao’s dictum. Power comes from the gun.
The party rules as long as the gun is not used. But start using the gun for military expansion—then the gun holder hold power over the CCP.
I think that’s what this is about. But its pure speculation.
