The national government has no authority - zero - over how the State Legislatures exercise their sole power to appoint Electors for President and Vice President.
Congress can absolutely mandate citizenship checks, national voter ID, English fluency, and anything else you think is important for House and Senate elections - that’s a power granted in Article I, section 4.

I agree. The states could have fixed the voter fraud problem ages ago ... if they had wanted to. But today, with the Trump's administration, I pray the financial thumbscrews are twisted hard and fast to *finally* encourage the states to do the right thing. Withhold all federal funds so the states get nothing until such time as they secure their elections.
