That is the key phrase, and why they now sell it OTC only in small quantity, difficult to open clamshell packages. Take you an hour to open enough to get a little buzz on.
(Not that I know about that directly, because I use it only for its intended purpose.)
Maybe your AI is correct, but when I first queried McNeil Pharmeceutical a couple of years ago on why they made their packaging so annoying they replied that the FDA forced them to do it because Fentanyl precursors were used in the early stages of manufacture, although no significant amounts made it into the final product.
Fentanyl is cheap and effective and can be made here in the U.S. No need for opiates from a foreign country.

These agents have been used widely in medicine - human as well as veterinary - for roughly forty years.

I’d stand up and say, “We have a lot of drug addicts in the House, and they are all democrats. Expect a search from the DEA by end of business today.”
I can’t read legalese. I’m not sure if it has an exemption for legal use or not.
Yeah a lot of “chemist-ese” in the bill, but regular old Fentanyl is excluded from the bill...Fentanyl will remain a regular “Schedule II” drug available for use by docs & patients by Rx.
