The House stopgap funding bill passed Tuesday night would force D.C. officials to rapidly cut $1.1 billion in local government spending over the next six months by effectively canceling the District’s active 2025 budget and forcing the city to return to its fiscal 2024 spending levels.
It passed the House narrowly and almost exclusively along party lines, with all but one Democrat voting against it and all but one Republican voting for it.
House Democrats, D.C. Mayor Muriel E. Bowser (D) and members of the D.C. Council had tried over the past several days to explain how the bill would devastate the city and lead to drastic cuts to policing, schools and other essential services. But House Republicans presented the bill without their suggested changes.
The bill, also known as a continuing resolution, now moves to the Senate, where D.C. officials hope Democrats will help them defeat the measure.
Here is what we know about what the continuing resolution does — and what it could mean for D.C. residents.
Congress exercises absolute authority over D.C. through a provision of the Constitution. In the 1970s, it granted D.C. limited home rule, which allows residents to elect a mayor and council, who pass a budget every year. Congress, however, still has to approve D.C.'s locally enacted budget during its appropriations process each year.

Due to DOGE efforts and President Trump, the population of DC should be declining, reducing the need for public services. That will reduce the need for DC public employees and reduce public spending.

With 84% remote work of federal employees, DC may not notice any reduction in workforce.
DC is a rather small area to have a $19B budget.

That is a large number of federal workers. When the RIF cuts are implemented, there will be a local economy impact.
It’s not a budget cut, it’s a return to the prior year budget. There was no true “need” for D.C. to increase the fiscal 2025 budget by $1 billion above the 2024 budget.
Bowser didn’t have any trouble finding the $500 million to refurbish the Capital One Arena to keep the Wizards and Capitals in DC. She also wants to help pay for a new Commanders stadium.
What about the American people? Not one of these talking heads ever think about that because they are grossly overpaid.
