Police initially represented the deceased as a suspect, but apparently he had been shot at and was running away. The police officer responding to the shooting saw him running and shot him dead. Deceased was black. Police say they found a concealed handgun in his pocket. Carrying a concealed weapon is legal in California. Maybe the shooting was gang-related, explaining why he was armed. Maybe the police planted the gun. Deceased was not showing a gun when he was shot.

Looking at the video, the kid came running out of nowhere and nearly ran into the cop. That doesn’t make it a good shoot, but might have been a large part of how it happened.

I didn’t see that on the source video. It looked like the deceased was going for a gun during the initial confrontation and could not pull it out before the first shooter drew and started firing. When the cop shot I could not see a gun in hand, and the paramedics claimed the gun was in the waistband. I would think if the EMTs were going to fudge something it would be in favor of the cop.
Now it did look like the deceased was first to go for his gun during the confrontation and it is possible the gun was in his hand but when the cop shot there was clearly no pointing or threatening just a full out sprint. It did not seem there was enough time for the cop to assess if the runner was a threat or not and erred on the side of protecting himself.
If that was the case it was a bad shoot, regardless of what kind of person was coming around the corner.
