In the 1990s, Californians voted to add language to the state Constitution, making English the official language of California.

The courts ruled that while English could be the "official language," that status could not negate any "civil rights" enjoyed by people (citizens or not) in California (i.e., no English Only ballots, no English Only government services or classrooms, etc.).
