I live in Maine.

Those homes are (mostly) owned by “summer people.”

The homes are unoccupied 7 - 8 months of the year.

They are second homes, owned by well-heeled people in Massachusetts, New York, Pennsylvania, and numerous other states across the country.

At the Bar Harbor / Trenton Airport near Acadia National Park, there is always a long row of private jets parked there in the summer months.

Senator Susan Collins of Maine tells about how she gave the Navy $12 billion tax dollars for more submarines. But we got no submarines, and even held a hearing on where the $12 billion went. And they said, “we don’t know.”


Maybe someone should check with the General Dynamics
shipyard division, which is in Senator Collins’ district.

I haven’t heard one nice thing on the Littorals. Even people like me who think money should be spent on pushing things forward, big budget high tech new stuff think it is a colossal failure.

Where did the money go? The US Navy is building a successor to the Ohio class of ballistic missile submarines. Known as the Columbia class, design and technology development for the new subs has already taken billions of dollars.

The first sub in the planned fleet of 12 will cost -- hold onto your beer -- some $6.2 billion in fiscal 2010 dollars. If planning, design, and development are added in, the cost of that first sub will be $15.03 billion. Eventually, around 2031, that first sub will enter service, with the others to follow.

Construction costs for the entire Columbia series of subs is estimated to be $132 billion, or $11 billion per sub. Manning, operations, and basing costs are extra.

So, why can't the Navy explain where the dollars appropriated for the new subs went? The Pentagon's accounting systems are deliberately crude and dysfunctional. The stealing and waste that facilitates are built into the appropriations process.

Congress appropriates various lump sums in the budget and forks them over to the Pentagon. Secret Congressional budget papers then specify what districts and what contractors the money is to be spent on and in what amounts. Naturally, House and Senate committee chairman and senior members control the budget process, with input from favored lobbyists.

Due to the Pentagon's poor accounting, it is not possible to trace in detail where appropriated dollars go and why, which are essential requirements for modern accounting and fundamental honesty. Of course, if the why of dollars spent were shown, it would be possible to trace corrupt no bid contracts from the Pentagon right back to the Senators and Representatives and lobbyists responsible.

If that happened throughout the federal government, the leadership and most senior members of Congress would be defeated for reelection, with many then sweating out grand juries and indictments -- or so we can hope.

General Electric Boat is in Connecticut. Collin’s represents Maine.

And Collins represents State of Maine, not a Congressional district. It's worse than we thought, much worse.
