LA's top homelessness official signed $2.1 million contract with husband's employer

State conflict of interest laws ban public officials from any involvement in contracts in which they have a financial interest, including agreements that financially benefit their spouse or groups that pay their spouse.

Los Angeles’ top homeless services executive told LAist in December that she stuck to those rules, saying she had been walled off and “completely recused” from business relating to her husband’s employer.

Through a public records request, LAist later discovered records that contradict her assertion.

The documents show that Va Lecia Adams Kellum, chief executive of the Los Angeles Homeless Services Authority (LAHSA), signed a $2.1 million contract and two other contract amendments with Upward Bound House, the Santa Monica-based nonprofit where her husband Edward Kellum works in senior leadership. The contract names Adams Kellum as the LAHSA official authorized to administer it.

That’s the grift. Big chunks of money are allocated, the agencies block grant it to subs, who then contract to subs, who contract to subs who contract to subs. All of ‘em need offices and office workers and company cars and health insurance and 6 figure salaries, expense accounts and per diems etc. Almost nothing left to deliver to the homeless; who are mostly impossible to reach anyway because they are drugged out or mentally disturbed. But they get paid for “trying to care” while they insist we can’t force people off the street or to get medical care.

Doing a great job with the homeless she needs to hook up with former NYC mayors DiBlasio’s black lesbian wife McCray who was appointed director of the mental health initiative where 850 million is still unaccounted for and she walks the streets free. So many crooks and so little places to put them all

There have been dozens of “homeless caca” programs with tens of millions of $$. <1% ever actually ends up on the street helping anyone. Audit after audit shows this. All a scam.
