Correct—however the Nixon impoundment case had some horrid precedents which argued that the President could not unilaterally refuse to spend appropriated funds in a fiscal year.
That is why wise repurposing is needed if there is no specific Congressional action ending the stupid appropriation.
Imagine in a national crisis/emergency the Executive Branch having to get approval from the courts to effectively manage agencies and expenditures to deal with urgent needs.
The height of dysfunction.
The Appropriations Clause is not a license for fraud and waste.
Such interpretations would allow, by law, the funding of terrorists orgs to continue and only allow the prosecution of bureaucrats as a remedy. Using process as an excuse to abuse tax dollars and fund the enemy is not sound legal doctrine.

Everything Trump is working for goes down the drain if he fails to stand up to these out of control courts. In respecting their orders he’s showing weakness that will likely affect the ruling of the higher coward courts.
I am thinking/hoping Trump is only being meek with all these outrages rat Judge rulings until he gets all he gets his entire Cabinet confirmed.
Feral Courts are anti-American. They work for their massahs at the DNC. Now that they all belong to and work for a political party, it’s time for those bastards to be elected. The way the system works now is unconstitutional. Parties can place their operatives in a new fourth branch of government and use lawfare against their ELECTED opponents as we are seeing now. Unelected Feral stooge judges have got to go. They are unamerican. They need to be elected and term limited. They should also be told to stay in their lane which doesn’t go through the legislative branch of government.

Nah. When we get to executive power, the Constitution is pretty clear. Only if Trump stops funding for a Congressionally approved expense. He’s stopping funding terrorists and politicians.

Right. However, the President is sworn to uphold the Constitution, not Congress’s laws. If the President finds the laws in violation of the Constitution (funding terrorists, unaudited spending), I’d say he’s within his authority.

3/ Judge pretends like there was no need for clarification but that is bologna because Trump Administration explained in its opposition to order to enforce that it was doing precisely these 2 things & court responded by threatening criminal contempt.

4/4 This order was key though as it allow Trump to continue doing what he was doing, which was cancel grants as he legally is allowed to do.
