Interestingly Zelensky also says in the video that about 70 of those 75 billion were received as pure weapons deliveries. Not money.

“Foreign aid” has been a scam for decades. Most of the money get spent on “experts” “studies” and funding NGOS and fat cat contracts. Those getting the contracts turn around an make hefty campaign donation to PACs and political groups that pay for campaigns.
