US orders halt to virtually all foreign aid except for Israel and Egypt

The secretary of state, Marco Rubio, has ordered a halt to virtually all US foreign aid, but made an exception for funding to Israel and Egypt, according to an internal memo to staff at the US state department.

“No new funds shall be obligated for new awards or extensions of existing awards until each proposed new award or extension has been reviewed and approved … as consistent with President Trump’s agenda,” said the memo.

The sweeping order appears to affect everything from development assistance to military aid – including potentially to Ukraine, which received billions of dollars in weapons under Trump’s predecessor Joe Biden as it tries to repel a Russian invasion.

But the memo explicitly made exceptions for military assistance to Israel – whose longstanding major arms packages from the US have expanded further since the Gaza war – and Egypt, which has received generous US defense funding since it signed a peace treaty with Israel in 1979.

Just hours after taking office on Monday, Trump ordered a 90-day pause in foreign development assistance pending a review of efficiencies and consistency with his foreign policy.

But the scope of the order was not immediately known and it was unclear what funding could be cut given that the US Congress sets the federal government budget. Trump’s order is unlawful, argued a source familiar discussions in Congress on the move.

“Freezing these international investments will lead our international partners to seek other funding partners – likely US competitors and adversaries – to fill this hole and displace the United States’ influence the longer this unlawful impoundment continues,” the source said on condition of anonymity.

The state department memo said effective immediately, senior officials “shall ensure that, to the maximum extent permitted by law, no new obligations shall be made for foreign...

Sounds to me like ALL aid under existing contracts/treaties/etc. will continue. NEW or extended contracts will have everything reviewed before proceeding.

I don’t know who or what OSINTdefender is, or where they get their info, but every one of these media sources report that Rubio issued a waiver for foreign military financing for both Israel and Egypt, but no other countries were specifically mentioned in the cable.

This strikes me as wishful thinking and hogwash. I serve on various boards, and just because we authorize an organization to spend "X" on something doesn't mean they have to spend every penny, or any money at all if they can get something done free. By the same token, show me where it is legally required to spend every dollar when congress appropriates funds for a given purpose in any given piece of legislation.

Pentagon: presidential decree to stop international support does not apply to security assistance to Ukraine

“Security assistance to Ukraine is not subject to the restrictions of the recent foreign assistance decree, as it applies only to development programs, not military support,” the US Department of Defense said.

This means that the contracts for the manufacture of weapons for Ukraine under the USAI program, issued by the Biden administration, remain in force. Also, Trump’s specific decree does not affect any residual and previously planned arms deliveries from US warehouses under the PDA program, which was announced by Joe Biden.

However, it is currently unknown how exactly Trump’s presidential decree may affect non-military aid to Ukraine. The US Embassy in Ukraine does not give additional explanations on this matter and refers to the published text of President Trump’s executive order, Radio Liberty reports.
