Of course with insufficient electricity to charge more than a small percent it is really a means to force all but the mega-rich into public transit.

I say all of the other states sue California for holding back our productivity (because of the lack of self sufficient energy).
Better yet... get all of the true patriots out of there and then block it all off from the rest of the USA.
