Likely this isn’t Biden, it Jill, some White House staff committee or Merrick Garland. Biden has not been competent to make informed or rational decisions for at least a year.

I think you didn't read the article. Biden commuted the sentence from execution to "life imprisonment without possibility of parole." That's not releasing these felons "back onto the streets." Now, if you were talking about the prior 1,500 people, that's another story. Read that other story to see the convictions of the original tranche.
