The U.S. Navy’s ambitious modernization program for its Ticonderoga-class guided-missile cruisers has largely failed to meet its objectives, resulting in billions in wasted taxpayer dollars, according to a new Government Accountability Office (GAO) report.
Since 2015, the Navy has invested approximately $3.7 billion in modernizing seven cruisers, but the program’s outcomes have fallen dramatically short of expectations. Of these vessels, only three will complete the modernization process, with none achieving the intended five-year service life extension.

Between 2003 and 2017, the Washington Metropolitan Area Transit Authority spent at least $416,789 maintaining a self-cleaning toilet...but it gets worse: as of 2019, when this wasteful spending came to light, the toilet hadn’t even worked for the past two years.

Military programs are expensive in part because almost everything has to be a standard well above the “off the shelf” standard. Everything has to be specially configured to work with everything else in the higher assembly or end item and there is a limited pool of parts and manufacturers. Where private industry can utilize cheaper Chinese parts and materials, our military cannot and must use often higher priced alternatives.

Typical DoD acquisition program that could be done at half the cost and time and you’d get a better product.
More planning is not going to drive the cost down. Trust me on this one.
