Election Day is rapidly approaching, bringing with it the possibility that one Orange County city will soon allow noncitizens to vote in local elections.
Measure DD, which is on the Nov. 5 ballot in Santa Ana, would allow “noncitizen City residents to vote in all City of Santa Ana municipal elections” beginning in November 2028, the city says on its website.

I believe this was Loretta Sanchez’s old district. Used to be B1 Bob Dornan’s district until ‘the cheat’ by the Sanchez campaign.

You are correct. Here is what it looked like in 1996 when Dornan was gerrymandered (and frauded) out of his congressional seat. As the puppetmasters of BOTH parties cheered wildly.

When Dornan defeated Democrat Jerry Patterson in 1984 the district was barely 25% Mexican; the gerrymander which took place in the early 1990s caused the district's Mexican percentage to just about DOUBLE.
That wasn't done by accident; Dornan was fortunate to barely hold on in 1992 and the Rats didn't try very hard in 1994. But they got him in '96.
Next step is to make Mexican citizenship mandatory when voting.
