There are always 5 times as many people outside without a ticket. Treat it like an airline overbook. After it’s a sellout start issuing alternate tickets. The tickets are free anyway. Two hours before the event, alternates get treated like a ticketholder. If you had a regular ticket and aren’t two hours early... watch on the jumbotron outside.
