If the perpetrator was not at war and claims to be a constitutional government, then they should be held accountable for lawless actions in perpetrating acts of war without proper approval. If this was the US that is responsible then the soldiers/sailors involved were not following legal orders and are war criminals.

But at least here you are blaming someone other than the Russians for blowing up their own pipeline. Took two years, but that's progress I suppose. :-)
