“He had materials that could be used, when put together with other materials, that could be used to make a bomb,” since he didn't actually have a bomb, it's ridiculous to charge him with "possession of bombs with unlawful intent".

When you reach the age of 65 or so, you start thinking about your retirement plan. Some folks have planned well and are prepared for this event. Some folks have to think fast and come up with a plan at the last minute.
