This is an example of how you should have a communications plan for a SHTF situation. If these people had small ham radios, a bit of wire, and a battery they could be communicating with the world.

Setting up web site is useless if you dont have a computer connected to the internet.

With a technician license (amateur radio) one could send emails via handy talkie and a lap top, tablet or phone without using internet on the affected end. Of course the receiving end will need wifi to connect to their mail app.

I heard that Tesla was coming out with a cell phone that will work with traditional cell towers, Wi-Fi hotspots and Starlink satellites. That could be a game changer in emergency communication.
