There is an informative movie called "The Soloist" (Jamie Fox & Robert Downey Jr.). Fox plays a schizophrenic virtuoso cello player who Downey is trying to get off the streets. Fox wants to remain on the streets and not enclosed.

In many scenes of the homeless on streets and those waiting in shelter areas show how crazy and drug addled these people really are. I'm surprised the movie was made. To its credit, it does make the point before the ending credits how sick these folks are and need professional help on a daily basis. Yes, re-open the psyche ward facilities.
