And in the military itself there will be major mutinies among conscripts, not just fragging.

The senior enlisted ranks in the military today do not even possess the skill set to train, lead, and discipline malcontent conscripts who don't want to be there. These people would be a liability to mission readiness.
Yes, I understand many would answer the call and serve honorably but many others would not and these individuals would be an absolute toxic presence to the rest. We won't shoot them so we'd have to build military prisons to lock them away. Prisons cost money and need guards and food, resources that would be taken from the budget elsewhere.
And then what's the point of drafting people just to send them to the brig for insubordination or worse, sabotage.
