Sounds like somebody did their job well. Good on them.
The advance scouting was probably two SS agents goofing off, playing golf. Fortunately the glint from the shooter’s rifle was enough of a distraction while they were lining up their shots.

They won’t release any pictures of him until the FBI scrubs the internet from pictures of him. Like at an FBI graduation ceremony at Quantico, employee roster, any spottings at the PA site, etc.....stuff like that.
