Yes the 60 cents is the California excise tax, which increases automatically every July. The 1.21 is the total tax, including the 18.4 cents federal tax which every other state pays as well.
no the state wants to shut down the oil wells especilly in the central valley, over methane no less.
plus the 19 cents fed tax plus sales tax and a refinary tax as well
8.25% is the current sales tax, except in certan cities and countys its 10%

I’d say the ‘excess profits’ are the TAXES that California imposes on gas, and on the petroleum industry.
I’ve pointed out that profits on gas are about 5%.
Apple’s profits on their phones are probably 40%
