Bureau of Land Management (BLM) Considering 31 Million Acres of U.S. Public Lands for Solar Power Development

The Bureau of Land Management has published details of a plan to make millions of acres of public lands across the western U.S. available for development of solar power.

The Western Solar Plan, which revises guidelines from more than a decade ago, was published in the Federal Register on August 30, 2024. The BLM said the plan would make 31 million acres of public lands (that is 48,437 square miles!) available for potential solar energy development.

The new proposal seeks to bring solar projects to 11 states. The plan would place development closer to existing or planned power transmission lines, and also looks at siting projects near land that has been previously accessed.

The updated proposal published Friday adds five states—Idaho, Montana, Oregon, Washington, and Wyoming—to an original six where land has been considered for development. The original states are Arizona, California, Colorado, Nevada, New Mexico, and Utah.

“The updated Western Solar Plan is a responsible, pragmatic strategy for developing solar energy on our nation’s public lands that supports national clean energy goals and long-term national energy security,” BLM Director Tracy Stone-Manning said in a statement.

Ben Norris, VP of regulatory affairs at the Solar Energy Industries Association said, “The Bureau of Land Management opened 31 million acres of federal lands to renewable energy development, accepting many of SEIA’s recommendations to strike a better balance between its conservation and clean energy deployment goals. For over 12 years SEIA has advocated for leveling the playing field for renewables and increasing public land access for solar and storage development. While we’re still reviewing the details, we’re pleased to see that BLM listened to much of the solar industry’s feedback … fossil fuels have access to over 80 million acres of public land, 2.5 times the amount of public land available for solar.”

I see no shortage of hail beat up vehicles in Deadwood, So. Dak.

It’s sad.

As before, my research indicates that Cheyenne, Wyo. is ~5x worse.

The locals are VERY worried about toxic elements leaching out of the broken panels into the soil. I don't know how serious of a concern that is, but many articles have been published the past decade about the enormous volume of waste that will come from decommissioned solar farms. One good article is Dark Side To Solar? More Reports Tie Panel Production To Toxic Pollution published in Forbes three years ago. Here's an excerpt about broken panels:
But the toxic nature of solar panels makes their environmental impacts worse than just the quantity of waste. Solar panels are delicate and break easily. When they do, they instantly become hazardous, and classified as such, due to their heavy metal contents. Hence, they are classified as hazardous waste. The authors note that this classification carries with it a string of expensive restrictions — hazardous waste can only be transported at designated times and via select routes, etc.
When I was doing field service engineering in industrial and utility plants in the 70s, I worked in a couple of plants that had been disassembled, shipped and reassembled at a new location. Conventional power plants are almost entirely made out of steel which is easily recycled. The value of the glass in used solar panels is zero!

BLM land is federal land and the federal govt is responsible for its care and use. It also sells parcels to the public from time to time. The common uses in the past have been mining and cattle grazing.

'Available for leasing' NEVER EVER MEANS 'will be leased'. As others have pointed out, solar usually loses money if there are no government mandates or subsidies to support it, and that's without the added expense of extending the grid into every nook and cranny of the western US, to get the energy to market.

In short, only small portions of the 31 million acres would ever be developed, under the best of conditions.

Or the next hail storm (I remember one that had baseball sized hail and killed cattle when I was young). I am sure that would destroy the panels.
