I could be wrong, but I think the delegates were pledges — mandated — to vote for Joe Biden.
I am not aware that Joe has officially withdrawn from the race.
I haven’t heard him say “I have withdrawn from the race”.
I am not aware of Joe filing any paperwork to withdraw from the race.
I am not aware of any mechanism that transferred delegates pledged to Joe over to Kamala.
But all the delegates now seem to magically be in Kamala’s pocket.
