Wouldn't be surprised if, like a lot of GSEs it was a slush fund to make the Board rich.
Even allocations to countries would be pretty worthless, since those governments typically take the money and never use it for the people.

BTW, I just want to make a slight correction to the narrative. This idea that Kamala was tasked with addressing the root causes of illegal immigration is a lie of her own making. If you go back to the original public announcement, Biden says nothing about root causes.
When Kamala is asked to comment, SHE’s the one who pivots to tackling root causes. That told you right there that she never intended to do anything to stop the flow and viewed it as a PR vehicle to push her leftist talking points.

of illegals pouring over the border, to the tune of $2 billion to corrupt Central America.
So what else is new?
