Trump should hire only former Special Forces and Military Police and agree to appear only where the county sheriff is willing to deputize his security detail giving them LE powers for the preparation and execution of the rally.
He could tell the SS they are welcome to come as observers/apprentices in the hopes they learn how professionals do it.

Enclose President Trump in two layers of bullet proof glass (actually a special polymer type of plexiglass designed for this, my bank has this) the first layer will shatter the slug the second layer will stop the fragments. He will be in full view of his supporters and in little danger. Do not stop the outdoor events unless the secret service will not provide the needed protection of which they know how to do but did not.
