Am decidedly anti-abortion, but in the case at hand, the property might be so encumbered with problems and special conditions that no sane person would want to purchase it for even only $10.

I would think if this were the case, given the testimony at the hearing, that council would have given that as a reason for the sale and for the $10.00 price. They did not, therefore, it is reasonable to conclude there are no problems with the land.
The NRA should offer $20.
But they would have to out bribe Planned Parenthood inside information required.

The sale was illegal and the city had to know it was illegal. They are just hoping by the time a case winds through the court Planned Parenthood will be well established in the building. They most likely figure some judge will let them stay there in exchange for a realistic purchase price. Which P.P. can certainly afford.
My father was an expert witness for insurance cases & he would always say when the processes didn’t match stated policy & procedures, he knew the insurance company was screwed.
Even if that were true they still have follow the process outlined in city ordinance. They would also have to provide reports showing the property had been inspected by independent parties showing what problems exist. Long, boring, reports with lots of graphs.
Hoss and Little Joe were not available for comment...
