25th doesn’t remove the POTUS, it merely stands him down and VP acts in his stead until POTUS is returned to office. No element of 25th envisioned permanent mental dysfunction coupled with refusal to resign. The DNC will have to refuse to nominate Biden and open up the convention.
They are just trying to control the leaks and to hold on to staff that might start jumping ship. They need everyone on board.
