Debatable. She only qualifies as a "sleeper agent".
I don't see how she was successful in any of her prior positions as she appears to be ignorant of everything but how to spew "word salad". Her VP performance acting as "border czar" was...negative. And besides that...nobody likes her.
Not only is she not qualified, she's not even eligible. She's an "anchor baby" born to foreign nationals, and is not even an "African American" as her father was from Jamaica.
She's just another foreign enemy quisling like the Soetoro fraud.
