Complete BS. Negates the entire reason for the existence of the secret service. Are they assuming the first shot will always miss? Or that they can just all stand around with their thumbs in their asses while an assassin takes out their charge?

Anyone too stupid to reject this excuse needs to go rent a second brain cell.

And yet you almost never hear of presidential assassins being shot first. This is a question of fact, not what you see in Hollywood movies or TV shows, where cops kill any number of people and come out unscathed from a legal standpoint. Screw up, and whomever made the decision has no career left, maybe faces prison and divorce.
