That’s not what I’ve read. The kid made multiple trips to his car. Only during that final trip did he take his rifle up. This was likely deliberate*, on the assumption that police snipers aren’t allowed to shoot unarmed individuals.

Just as he was drawing a bead, the cop poked his head above the roofline, whereupon the kid swung to face him. The knowledge that he was within maybe seconds of being fired upon probably made him rush his shots, causing death and injury to bystanders while mostly missing his primary objective.

* The kid was no Einstein, the way most people aren’t, but he was above average. He had just acquired a 2 year science diploma at the local community college, and had been accepted into the engineering program at Robert Morris University and University of Pittsburgh (#45 nationwide among engineering schools).
