I find this claim hard to believe. I was on my high school rifle team, also shot CMP at the same time. Rifle team took everyone who had the desire to be on the team. Our coach used to assign poor shooters with the best as a way to help them to become better. He always taught us that the point of the team was to raise the skills up of everyone on it.

My elder brother was an excellent shot and had been shooting a twenty-two rifle since he was about six. He tried to qualify for the Tech High School team in Washington DC in the 1940s. He didn't qualify. By the way, Arthur Cook was the team captain, and the team had a match with West Point Military Academy and won.
