The shooter was Maxwell Yearick. You can match the sewed up gauges in his ears, his freckles, and his jaw. Who knows who this other kid is. There was a ladder and a the rifle was probably placed there as well.

The close-up photos of the dead guy on the roof resemble Yearick, not Crooks. Crooks had a fatter face and wider jawline.

But it's possible they were both present. Multiple shooters are preferred for these types of operations, to eliminate a single point of failure. For whatever reason, Crooks has been the designated fall guy, or patsy.
