I did a map streetview around the building and didn’t see a permanent ladder. Do you know where it was located? Having said that, it looks like there were plenty of locations where it would have been fairly easy to get on the roof and since the buildings all look to be somewhat interconnected, once up he could have walked right to the building that was closest to where PDJT was speaking....
The SS should have made sure the bottom of that ladder was locked.
