Thats right. That round can pass through a great deal thicker. That doesnt mean they can shoot into a building and hope that nothing is going to deflect the bullets path. It is not allowed, period. This is not an issue of what the round is capable of doing, it is an issue of what the sniper is allowed to do.

No, they can not shoot through buildings, no, not even just a little bit because you want them to.
