These people are not smart. And maybe, just to cover their own azzes, they wanted the actual POTUS (or so it’s claimed) to authorize these Black Ops.
But remember, these people also put “END OF COMMENTS” and such at the end of their instructions to Biden, knowing darn well he’s going to say the quiet part out loud. At this point they probably figure Joe doesn’t have a clue what he’s saying anyway so he could say anything and it wouldn’t make any difference.
