My understanding is that the protocol is whatever DHS Director Mayorkas says it is. He needs to be questioned.
This is like saying we couldn’t take down the 9-11 hijackers if we had them in our sights and knew their plans, until they did their damage first. As somebody else said, what’s the point of even having them if they can’t PROTECT?
