And Trump is a special case he is a polarizing ex President campaigning for second term
If he were a sitting President the rules of engagement for SS are shoot on sight
But he is a private citizen ex President who is arguably at the highest risk of any candidate in history so the conventional rules of engagement are probably too restrictive in his special case
