I think Biden was given an ultimatum which allowed him to remain in the race if the planned assassination of Trump had been successful but that he had to leave the race if it failed. This would immediately allow the media a chance to trumpet Harris rather than cover the assassination attempt on Trump or the Republican Convention.

No, but that is why he is so worried.
There were two agents with their rifles trained on the apparent assassin. I figured the guy kneeling was assisting with spotting, the guy laying down was the actual triggerman. The spotter’s seemingly surprised reaction allowed his gun to flop, but he returned the gun to its resting position and fired possibly thinking the rifle’s orientation was intact. The other sniper creeped backwards after shooting which I’m guessing is a trained self-preservation maneuver.
The ONLY reason Biden should address the nation is to resign for himself stating violent rhetoric against Trump
Well that’s what he should do, but he wont.
What he’ll probably do is just offer an apology for his violent rhetoric, accept some responsibility because of that rhetoric and drop all fake charges against Trump and remind the American people that Trump was President for four years and another four years will not destroy democracy, will not destroy the country and they basically have two sets of policies to choose from. Another 4 years of Biden or another 4 years of what we already had with Trump.

The SS or Police Officer had his rifle trained on the shooter well before the shooter pulled the trigger. Did the SS / Officer hesitate because he wasn’t sure if it was a good or bad guy? The guy was lying prone on the rooftop — not SOP for a guard detail. They are out in the open, highly visible to be a deterrent to move quickly.
Why didn’t the SS / Officer take him out before he started shooting?
