Dragged out? looked to me like they were carrying a limp body, with blood on one hand. The perp, or a wounded person in the crowd?
Looks like mostly Pennsylvania State Police personnel hauling that person away, not Secret Service. May suggest the shooter was outside the secure perimeter.
