One of the most infamous killers in Santa Cruz County history was denied parole on Tuesday.
Edmund Kemper, now 75, was denied parole again and has spent the last 51 years incarcerated for the killings of seven women and one girl between 1972 and 1973 in Santa Cruz County. One of the victims was Kemper's mother.
He is currently locked in a Vacaville psychiatric center, serving a life sentence.
The man known as the "Ogre of Aptos" for his 6-foot, 9-inch frame would pick up hitchhiking UC Santa Cruz and Cabrillo College students, thus gaining the other nickname the "Co-ed Butcher."
He buried his victims all over Santa Cruz County, including near Summit Road in the Santa Cruz mountains and his Aptos home's backyard. He later turned himself in after calling Santa Cruz police from a pay phone and confessing his crimes.
Kemper refused to attend the hearing, and his attorney tried to reschedule the hearing, but the request was denied. Kemper's attorney said he met once with Kemper with a second attempt, resulting in Kemper refusing to speak to his attorney.
During his most recent risk assessment, Kemper was listed as "high risk," per a parole hearing reporter. A psychiatric evaluation held in April stated that Kemper felt he had been abused as a child, was subject to being hit in the face by his father and whipped with a belt by his mother. Kemper noted during the psychiatric evaluation that his older sister made him suck her breast and that his cousin had molested him.
Kemper also again admitted to acts of necrophilia when committing his crimes.
No new details were shared during the review of his murders.
During the parole hearing, Santa Cruz District Attorney Jeff Rosell, Patricia Kemper, Kemper's cousin, and a niece of Clarnell Strandberg, Kemper's last victim, were in attendance. Patricia was there to represent the victims of her cousin's crimes.
A statement prepared by Patricia reads, "The killings tore up our extended family." It also states that "He loves murder. He loves killing people. Particularly women."
Rosell said that Kemper is one of the most depraved serial killers in this country and he remains completely untreated.
"He is essentially blowing this off because he doesn't care. He doesn't respect it," Rosell said. "I would submit to you that he is more dangerous now than he was then (his last parole hearing seven years ago)."
Rosell also alluded to a battery case rule violation that Kemper allegedly committed in 2022.
Per the parole hearing reporter, Kemper grabbed a staff member's buttocks, and when asked why he did it, Kemper said, "I just wanted to change the mood. ... What privilege can they take away from me? I'm already here."
Kemper was written up for a rules violation.
During the medical review, it was stated that Kemper is diabetic, has had his left second toe amputated, has had a stroke, and has a pacemaker due to coronary artery disease. He has also been diagnosed with an antisocial disorder, narcissistic disorder and schizotypal disorder.
Kemper will next be eligible for parole in 2031 at the age of 82.
His killings contain a very good example of why children should be given gun training.
He kidnapped a 15-year-old girl, then took her to a remote area in the Santa Cruz Mountains. He accidentally locked himself out of the car with her and the gun inside. Eventually she let him in the car, I guess she didn't know what else to do. But imagine if she could use a gun, she might be alive today?
I’m saw an interview with him in prison. It made my skin crawl.
We need to bring back methods of executing these animals that would serve as a deterrent. Surely we are smart enough to figure that one out. ‘Cruel and unusual punishment’ is subjecting the American public to horrific costs for warehousing these failures. End them all now.

The actor looked a lot like Kemperor, and they used actual transcripts of the prison interviews.
One of them went something like:
FBI: “So what got you started in your hobby of killing these girls?”
Kemperor: “Hobby? I don't know as I would call it a hobby. More of a vocation. The planning, timing, forethought and meticulous nature in torturing and killing them makes it much more than a hobby.”

I remember those days. He lived in front of my friends home. Tall dude. I didn’t know how smart he was until studying him for a neuro-psych class.
Wonder if he would have been caught if he didn’t turn himself in.

Kemper asked for the Death Penalty, specifically, “death by torture,” but the U.S. Supreme Court had ended the Death Penalty. He got seven years for eight counts of murder, but it was concurrent, so I don’t know why he wasn’t out back in the 70’s.
