I am not a lawyer but I am quite certain grabbing a judicial power (to decide whether a case meets the requirement of the law) and making it a legislative one is not what is meant by “To regulate the courts.”
It would take an amendment to the Constitution to take away the immunity of any and all presidents.
“They incorrectly declared that former President Trump enjoys broad immunity from criminal prosecution for actions he took while in office. They incorrectly declared that all future presidents are entitled to a breathtaking level of immunity so long as their conduct is ostensibly carried out in their official capacity as president,” Schumer said on the Senate floor.

IMHO, yes. However, when have they actually respected the constitution.
What part of the constitutional immunity does he not understand? That’s like passing a law saying Trump doesn’t have free speech.
