“They” like it too because Joe Biden takes all of the blame if things go south. But they were able to push their ridiculous agendas and who cares if Biden takes the heat.

Biden’s mental condition was evident during the 2019 campaign. And it’s been obvious from the beginning that he wasn’t in charge of anything. So the only surprise is that they are (finally) admitting it.
The powers-that-be know how to win an election with a mentally challenged cipher as a candidate, they’ve proven that. And they are quite happy with a place-holder president who doesn’t interfere with the running of the country. Obama was another place-holder, though much more believable to the rubes.
What they don’t want is someone like Trump, who would actually try to govern the country and would not reliably take their phone-calls.
So why are they panicked and wanting to replace Biden? I don’t think the “powers” are panicked, it’s just the lower level folks who aren’t entirely in the loop and think it’s a real election. The only risk to them is if Trump wins blue states, where they hadn’t fully prepared to steal it. That’s the only way Trump overcomes the steal. That’s my view, anyway…
Good luck. I’ve been asking this question almost since day 1. And I’ve written both my senators and my congressman, who I know personally, and asked them to demand to know who is running the presidency. Crickets.

Upon reflection, there is an advantage in replacing Biden, if they can find another suitable cipher, and that’s that it lets them disavow anything embarrassing that happened under Biden, while continuing to promote those very same policies.

I suspect whomever is “running” our country is working to bring in the Islamic faction in order to do what they’ve done to France and other European countries. They are working to overload us with violent foreign Islamic nationals and install them in all branches of government. We can’t vote our way out of this if those foreign nationals are being allowed to vote (or have their vote cast for them).
We are being conquered and our own government is complicit in that conquering. The Biden family et al are traitors to our country.
