Teacher vs teacher property fight. The teacher couple are private school but it sounds higher end. So my guess, a couple of libs who cannot live with their political persuasion and are incapable of dealing with the neighbor.
It’s probably a tacitly approved EPA dump site. You got questionable stuff needed gone? Call that guy. Dissassembled lead/acid batteries, high power transformers? Some of that stuff could have PCBs.. Sounds like it would be one hugh EPA cleanup site, IMO. Nobody (government) wants to take on the cost.

The question I have who wants their property for redevelopment?
Two private junk yards on the county road east of me. They are everywhere around this part of Oklahoma. Jeff Foxworthy had the junkiest front porch competition. We submitted several entries from around here. I could do well for at least the next 20 years just picking up and selling scrap in exchange for burning and burying dilapidated houses and barns. Only with an air conditioned trackhoe and dump trailer though.

We bought a lovely home on a few lakefront acres a year ago. Our realtor touted the neighboring lot as, “It’s TVA land!”. She didn’t EXACTLY lie; it technically is TVA land. It was a good selling point as we had heard how persnickety TVA is about their property.
Well, apparently not THIS particular property. Neighbors have dragged their big toys on to the land and are storing it there. Boats, trailers, other things I have no idea what they are. TVA knows, and they don’t care.
Trees have been planted along the fence line. Disgusting scofflaws will be with us forever and there’s only so much that can be done if governmental and quasi-governmental agencies refuse to do their jobs.
You’ve obviously never lived next to a hoarder. There are Life/Safety issues, property value issues, etc. involved along with the eyesore.
Where is the EPA? Here is their chance to do something useful and ‘fun’ by giving them a macho photo-op to parade around in ballistic vest and carrying automat weapons you guys spent all that money on years ago.

Nothing wrong with HOAs — if that’s the way you want to live your life. Some people do; some don’t.
We’ve lived in HOA developments, and rural areas without restrictions. There are positives and negatives for both.
