Democrats: “There was no cheating. Don’t be an election denier.”
Media: “There might have been some cheating, but not enough to affect the outcome.”
GOP elite: “There might have been some cheating, but not enough to affect the outcome.”
Since most folks take their lead from one of the above three, the public would do nothing. Then as you noted, it’s all over but the crying.
If that succeeds then it’s “anything goes” for the Dems.

That’s why I think Biden may well be re-elected. That
way at some point he can step down and Harris moves
up. Depending upon the timing she could be re-elected
for two full terms.
