Chicago -- Where there was never slavery and black migrated there to get away from Jim Crow. Pay "reparations" (tribute really), and the city will burn because it is not enough. It would even develop into a cycle, but it is not sustainable.
Or more likely it will burn during the Dem convention, and only partly from reparations seekers. Everyone on the "left" with a grievance or demand will show up.

I predict that if the city gives out $500,000 in reparations, then the cost of dope will increase by $510,000. Inflation, don't cha know.

Money is spent now rewarding the criminal and the out of control. Just use that money. Yes, it seems cruel in the short run - but in the long run every kid in Chicago will be better off.
And paying for the first born in a marriage? Will definitely improve marriage statistics.
American cities under O’Biden went from a first world country to a third world country. Electricity, rule of law and life became more scarce and less dependable. Civilization at the level white people are used to, can not be sustained by Africans. Hordes of Mexican drug cartel gangs, poverty and even slavery often develop where there was none before. You may find a small exception but it will be small and or fleeting.
