I believe many of these rapist-killers did such acts in their own lands escaping justice by doing new ones in this place. They will continue to feed their lust for sex and murder until stopped.
I think that their mother countries actually HIDE their criminal records so that if there are any queries by the US about such, they’ll come back clean and they’ll be rid of their problem.
