Accurate, but incomplete. With boxes that contain folders marked declassified and ordinary folders, all that it takes to create a prima facie case of an espionage act violation under the government theory is for the FBI to move a document from a declassified folder to an ordinary folder. And since Trump's attorneys were barred from the scene and place holders not properly identified so as to maintain the original location of a document, such a prima facie case can be created intentionally or even inadvertently with no way to detect if that has taken place.

So are they trying to claim that Trump hid classified records in files marked as unclassified?

If so, then this issue of them “misplacing” means that they almost certainly did what they are accusing Trump of doing.

The government has already admitted that they brought the cover sheets that were marked “classified” with them to Maralago and placed those with the documents that did not have such cover sheets, before posing them on the floor for the photos they leaked to the press.
